1. QualiProSecondHand

Description SecondHand
Since many years, the Second Hand Market has counted among the growing markets in Europe. New European Union ordinances but also a changed consumer behaviour of the society have resulted in the fact that the Second Hand market has developed into an independent sector. The increasing professionalisation and the call for sector specific recognised qualifications are the focus of the research project QualiProSecondHand.

The Second Hand Sector as the subject of this project encompasses the commercial trade and the non-profit sale of a range of consumer goods of any kind as well as the main tasks involved such as the acquisition, the processing and the refeeding of the merchandise into the closed loop of goods. The aim is to make the used goods available again for their original purpose of use.

The project concentrates on the classical trade, which excludes the view of auction portals and auction enterprises as well as stock exchanges for the exchange of used goods. In addition a clear delimitation is to be made to the trade with real estate, antiques, automobiles and capital goods that have their separate markets and/or interfaces to other markets (e.g. Property market).


Aims
The project QualiProSecondHand comprises partners from seven European countries. Their aim: The Second Hand sector will be surveyed with the aid of vocational educational scientific research instruments (sector analysis, case studies, and expert workshops). Apart from the identification of parameters for the promotion of the professionalisation and best practice solutions as well as the analysis of existing network and operating structures, the focus will be above all on a precise analysis of the sector specific requirements for the persons engaged.

This will form the basis for a European qualification profile. With the evelopment of need and future oriented qualification concepts the professionalisation of the sector will be promoted and the quality will be improved. First approaches to thedevelopment of a sectorspecificinitial training will be sustainable worked out.

Research Methods
A vocational educational scientific research design will be applied for the analysis of the work and employment structures within the Second-Hand Sector. The methods includes:
  • Sector analysis
  • Case studies
  • Expert workshops.
It is the aim of vocational educational scientific research to access the contents of the world of work of a sector in a way that proposals for the shaping of educational processes can be worked out.


2. QualiProSH II


Description "Qualification SecondHand"
The analyses that are carried out by a previous Leonardo project "QualiProSecondHand" within the European Second Hand sector have clearly demonstrated that (especially in the fields textile, CD / books, furniture, electronic equipment) the sector will grow in the future on the national and transnational level because of changes in the consumer behaviour and the environmental awareness. Even today, the sector offers plenty of potential for employees, especially for disadvantaged people. Increasing quality standards entail inevitably a need of qualification. Only through appropriate qualification initiatives and learning methods and concepts that are adapted to the specifics of the sector and that can give people the necessary know-how, the future and increasing requirements can be handled. The actual available, mostly punctual and not sector-specific qualification measures cannot meet the requirements. The basis to improve the quality could be uniform European-wide and work process-related quality standards, which can be obtained from the empirical results of the project "QualiProSecondHand".
The developed qualification profile includes all sector-specific work processes and requirements, and serves as the basis for the development of a qualification that is targeted on the special requirements of the sector.


Aims
The project QualiProSecondHand II comprises partners from six European countries. The project will be aimed at the transfer and transformation of the qualification profile which was developed in the previous project "QualiProSecondHand" into country-specific concepts. In this context selected sector-specific qualification modules should be tested with the target group (employees / qualifier in the second hand sector), adapted, implemented and optimized. Furthermore this will involve the transfer and implementation of an especially for the sector developed instrument to identify the need of qualification of employees and of an instrument to check the quality of the implemented training measures as well as quality standards. This will improve sustainable the qualification of the employees and the acceptance of their work.
By the implementation of European-wide uniform sector-specific and on work process-related quality standards based qualification modules new employment prospects in the labour market should be created and the mobility of employees can be improved by the comparability of their competencies and know-how. Through a sector-specific qualification the quality within the enterprises will be improved and the professionalisation will be expedited.

Implementation and testing methods
In the framework of the implementation of the qualification profile "Second Hand" six sector-specific qualification modules based on work process-related standards will be transferred, implemented, tested and optimized during three test periods in the partner countries. For this, a - adapted to the respective country conditions - qualification network of trainers and employees is established within the sector.

The instrument to identify the need of qualification that was developed in the project "QualiProSecondHand" and an instrument to ensure the quality of qualification measures will be tested and optimized during the three test periods. In this regard, the focus is on adapting the content and the easy use of the beneficiaries.

The quality standards for qualification concepts in the European Second Hand sector that are created in the project "QualiProSecondHand" are the basis for the testing of the modules. Based on the experiences of the three test periods, the quality standards are adapted, optimized and extended.


3. QualiProSH Electro


Description "Qualification specialist for used electrical appliance"
The analyses that are carried out by the first Leonardo project "QualiProSecondHand" within the European Second Hand sector as well as expert discussion at the end of the second Leonardo project “QualiProSH II” have clearly demonstrated that especially the business field “used electrical appliance” become more and more important in the near future. Two more reasons why this business field is growing in whole Europe are on one hand the demand of the EU to promote the recycling and reuse of products through appropriate measures and on the other hand the environmental awareness of the consumers and their changed behaviour. Furthermore the business field is frequently used by job placement companies to train disadvantaged people, to inure long-term unemployed people again to work and to open them new career prospects and to prepare disadvantaged young people for VET. Because there is no accepted and across borders comparable and uniform European-wide qualification in this business field, in the Erasmus+ project “QualiProSH Electro“ should be developed and tested a specific qualification on the basis of the results of the previous projects. Only through appropriate qualification initiatives and learning methods and concepts that are adapted to the specifics of the business field and that can give people the necessary know-how, the future and increasing requirements can be handled. The actual available, mostly punctual and not business field specific qualification measures cannot meet the requirements. The basis to improve the quality could be a uniform European-wide and work process-related qualification that based on quality standards, which can be obtained from the empirical results of the project "QualiProSecondHand". The developed and tested qualification profile includes on one hand work processes and requirements that occur in all Second Hand business fields and on the other hand specific work processes and requirements that occur only in the business field “used electrical appliance” as well as the needed social skills to do all necessary work processes and tasks. The qualification covers in total 10 qualification modules with all necessary materials (rough and fine concept, teaching and learning materials).


Aims
The project QualiProSH Electro comprises partners from five European countries. The project will be aimed the development of three business field specific modules and two modules, where needed social skills are taught and the summarization of these five new modules and five already finished modules from the previous project QualiProSH II to a total qualification named “specialist for used electrical appliance”. Afterwards the qualification will be adapted by the partners to the framework of the partner countries, implemented, tested and optimized. Based on the results a general uniform European-wide qualification concept for the transfer to all EU-countries will be developed. This concept can be easy transferred, adapted and implemented in other EU-countries. The main contents of the 10 modules also will be prepared as webinares to offer the possibility to teach parts via internet. Thus the learning independence from places and the learning mobility should be promoted. By the implementation of a European-wide uniform business field specific and on work process-related quality standards based qualification new employment prospects in the labour market should be created and the mobility of employees can be improved by the comparability of their competencies and know-how. Through a uniform qualification the quality within the enterprises will be improved and the professionalisation will be expedited. Beside the development of the qualification the project involves the development of an assessment instrument to identify the need of qualification in the business field on the basis of a similar instrument that was developed in the previous project.

Implementation and testing methods
In the framework of the implementation of the qualification “specialist for used electrical appliance” five new and business field-specific qualification modules based on work process-related standards and five in the previous project developed basis modules will be summarized to a total qualification that will be implemented, tested and optimized in the partner countries. For this, the qualification is adapted to the respective country conditions, an implementation strategy for the testing is developed and a qualification network of trainers and employees is established in each partner country. Furthermore the developed assessment instrument will be tested in each country during the testing period. Both the qualification (testing) and the assessment instrument will be evaluated to identify lacks and to optimize the products. The quality standards for qualification concepts in the European Second Hand sector that are created in the project "QualiProSecondHand" and adapted in the project "QualiProSH II" are the basis for the new qualification and the testing of it.
